I would recommend playing with Standard Reinforcements for CHS. Supposedly the reinforcements were somewhat calibrated so that when shipping arrives at Panama it arrives together for whatever purpose it was intended for ie a CV TF or a tranportation TF or for a ground or air unit that arrives at the same time.
