I'm still trying to figure out how to build depots out of the river boats I already have.

I'm surprised you can't build boats. Is there a good reason for that or is it an oversight?

I can't think of a good reason why not, so I'd say oversight by default.
Maybe this will change in the next major update.

I'm pretty sure you can't build river boats, but maybe asking this question on the Ageod forum would get a more informed response.
