Seems its bugged ?

In a test, i tried create Poland, as Prussia. Then ceede it to Russia, who got it as conq. Plan was to try downgrade it and create a bigger Poland.

But even though controlling Warsaw etc, Russia doesnt seem able to create Poland ? Poland had no units or builds while it was Prussian, for the few seconds of its Economic phase.

What error are you seeing when you try to create it as Russia?
Are you clicking on a Polish province, controlled by Russia, when creating?
 

I was pointing at the warsaw province. (masovia)

In the Economic phase. created kingdom as prussia. give to russia it goes russia-conquered instant.
Then in russias ecomomic phase.
It just says "can not create this kingdom", i tried this same eco-phase, and tested create kingdom in the next eco-phase to.
With same "message".

I can remake it when i get the time.
As i mentioned i was just testing and found it odd. Didnt know if it was reported.

From what I understand what you are doing, you created Poland, ceded it, and it is conquered, but the kingdom of Poland still has been created, so you can't create it again...  This is working as designed as I understand it.  You can' t add provinces to Kingdoms once they have been created.  Since Poland is not conquered separately like CoR or OE, it never goes away, and therefore, never dissolves.  So Poland is a one time only, once created, that's it.

Actually, you should be able to create once it is dissolved BUT you did clue me into a small issue that may be responsible...
 
Try creating a Freestate out of the conquered Poland.
 
 

Poland never dissolves, even if conquered, as far as I understand it...

You still want me produce a save game for this Marshall ?
 
You can not create freestate for a kingdom, i already tried that :)
