Damietta area in Egypt (bug ?)

I was doing some testing, and notiched a (2)mod on forage during winter in this area, although its in Egypt ? Looks like a bug.
Ponder i could repoduce this as Turkey, but when i tried to grab control of Egypt as a human player it didnt have the (2)mod.

Bresh,

Sounds like you moved thru area 511 (F2) before foraging in Damietta? Is that correct? If so, read section 10.5.1, subsection Foraging Procedure.

Actually no.
For a test, i tried in January turn land corps in egypts coastal hexes. I notiched if i dropped a corps in Dalemitta, there was a 2(mod) forage modififer. That was not the case for any other of Egypts coastal hexes. So i am wondering why a 2 mod comes there ? Yet nowhere else ? Only mod2 i can think of is winter.
There is only a mod of 1 (for other corps) in the hex Egypt places its corps.
