Issue with traditional Surender terms

Guys this is not critical and if it has been reported before sorry.

I am playing GB in a game where we have set traditional surrender rules.

GB has to get an unconditional and ask for removal of Napoleon and France has to do the same but request forced access and removal of two fleets.

The problem arises when Napoleon is not placed on the board by France. He is not an option to select then.

My suggestion for a solution it to all selection to all available corp commanders not just ones on the board.
