Russian Conf. of the Rhine?

The original EiA rules allowed Austria, Prussia, or France to create the Confederation of the Rhine. The EiANW manual adds Russia to the list (maybe from EiH, I don't know).
But when I try to create it as Russia, I get the "can't create this kingdom" message. Mistake in the manual, bug, or what?
I'm waiting for the patch to come out of beta, so this is still 1.0--though so far as I know it isn't addressed in 1.01.
