I know this is silly. I just re-downloaded the game on my computer at the beginning of January. To get the latest patches and fixes, do I have to do it again, or can I just download the patches? Thanks for your help.

I would think that all you have to do is check the release version in the lower right-hand corner of the Quickstart screen.  If it is v1.70h you've got the latest version.

Also note that Shaun is very attentive to his original thread about having the latest version. Each time a hotfix is released, no matter how large or small, he updates this thread and shows you which patches you DO need to install. Some may be cumulative, some may not. This thread is THE way to go to receive an accurate, safe response:
