Naval Bug Retreats too far

France was moved ships to the south of Spain from Marsielles with Troops to Threaten Gibraltar. On Great Britain Naval Great Britain attacks the French fleet and wins. But Rather than retreat to Marsielles only two sea squares away they retreat four squares to Bordeaux.

I just realized that this a bug, same thing happened to me in a different game
I was France, france was blockading me in Marseille - I tried getting out and won the blockade box battle...
The English fleets retreated all the way back to English proper instead to Gibraltar which was by far the closest port...
Sounds like the retreat priorities are all whack
