New Blockade Battle Bug or rule oversight???

I am not sure if this a programming bug or simple oversight, or rule change, whatever.

this is the situation...

1. France is blockaded in marseille by UK
2. France attempts to get out, and wins the blockade box battle against GB
3. Victorious French ships are placed in the sea area outside marseille with 7 movement points, its full allowance. Shouldnt it be six, deducting one from moving from the port? or is seven correct for some reason?

In addition the British fleets were retreated from Marsielles Blockade Box to Portsmouth. 8mps away.

It should be 7, but they should be in the blockade box. There is no movement cost to move from a port to the blockade box, but there is a 1 mp cost to move from the blockade box to the sea area. Essentially moving from the port to the blockade box doesn't cost any movement points but that causes an interception combat, which if fought and won by the French fleet leaves them in the blockade box and the GB fleet must retreat.

It appears that EiANW has no facility to allow fleets to occupy a "friendly" blockade box. This is unusual but normal in EiA, for example:

* Fleet in a blockade box blockading enemy port, friendly corps captures the port -- the fleet may now enter the port in a subsequent naval phase but in the interim should remain in the blockade box. EiANW moves the fleet to the port immediately.
* Fleet as mentioned above runs a blockade, and should be able to temporarily occupy the blockade box while the interception combat is fought, and then must continue moving.

The only prohibition in EiA is that a fleet may not remain in a friendly blockade box, nor may it enter it except when there are enemy fleets there to fight. EiANW doesn't allow the fleet to stay there for any short period of time at all.

So it's partly a bug and partly a rules deviation.
