What do you think, how much ships would have been allowed to Germany at the Washington Naval Conference?

Look at the aggregate tonnage for battleships in 1914. Take the ratio in crude numbers rounded to whole to the US and UK. Maybe 5 - 3.

Russia maybe 5:1,75?
But would they accept this, as this makes it impossible for russia to stand against the Japanese fleet? Would Japan accept a 5:3 ratio for Russia?

If you are going to postulate the war ending in 1916, shouldn't you also consider Austria?

Yes, of course!
But I don't expect austria to be a major sea power. With the experieces from the first world war, austria first starts to improve it's army which always needed german assist even against the russians.
So an austrian Naval program wouldn't start to early - perhaps in the 30s (as there was no money in the 20s)?

So what would Austria build, when the Mediteraneen is closed by english bases and the decision against Italy will be made by the army?

2-4 BB, 4CA, 8CL?
This also might be the possibility to keep the old german "Ships of the line"/pre-drednought battleships in the game, as they were handed over to Austria as military assistance - and are used as coast protection ships?

In fact, I want something like RHS in Europe.

1. One scenario totally historcal but with both the Force Z and the historical ships (mostly subs) in the line to let the player decide what to build. He can build both but will have no more planes and guns then - or he has to decide what he wants...
2. One with the "Evil alliance" between russia and Germany - maybe with Japan on allied side (it decides to conquer it's empire in russia with the help of the allies?)
3. One full alliace scenario with Spain and portugal (and argentina?) on german side
4. One historical scenario with "no losses yet" option to give germany more historical ships - if a start before 41 is impossible in AE
5. One "Heil Kaiser Dir" scenario with the great war ended in 1917. It is importat that it happend to explain the changes in ship and aerial building. The "three emperors alliance" between russia, germany and austria is made again - perhaps even Italy joins, while Japan is on allied side and can send much of it's navy to help in europe. This would be a "big fancy stuff" mod, which ensures A LOT of wrecked metal with both sides much stronger

2, 3 and 5 would change the situation in a way that maybe makes the allied side weaker then the axis?

The Imperial and Royal Austro Hungarian Navy was surprisingly robust and effective - indeed just about the only truly national institution in the country - and successful in many respects. In your scenario the Italians did not manage to sink one of the Viribus Unitus class in harbor either.
If this country had not been torn apart after 1916 it surely would have been a significant seapower - in the Med.

I've just read it, rank 6 in the size of the navy... So it must be a 5:1,75 Nation - but I don't guess France and Italy would agree to that, no?

Major powers are England, USA, Germany, then Japan, France, Italy, Russia, Austria...

Would there be any Washington? - We must assume Germany doesn't intend or expect to get a bigger navy than GB and it has seen what happens when both start building, so Germany (and Austria) are willing to limit ther fleet without loosing all their might - so both might agree to a 5:3 / 5:1,75 ratio - but what's with Japan, Italy, France and Russia?
