RHS Economic Utilities for current (final) versions uploaded

The few changes for 7,7897 (and 5 and 6.78963) are included here. We may at some point expand the utilities to do more - but these are the values for basic industries, supplies and resources.
The basic Resources 7 (or 6 or 5) applies to RHSCVO, RHSRAO, RHSBBO, RHSRPO, RHSPPO and RHSCAIO.
EOSResources 7 (or 6 or 5) applies to RHSEOS or RHSEEO.
AIORecoiursed 7 (or 6 or 5) applies to RHSAIO.
