WINTER OBSERVATION

As I understand it, the only penalty for winter operations is a doubling of supply costs. Even with the additional supply costs, it appears to be too easy for a force to conduct offensive operations (at least early in the war, as I have not played any of the later scenarios). As a result, I tend to continue offensive operations when historically (with a few exceptions) most armies do nothing.

Therefore, it seems that additional penalties should be implemented. I would like to suggest the following penalties be added:
(1) Attrition - if a unit either marches or attacks that it suffer a percentage loss of its strength, say 5% to 10%.
(2) Supply - quadruple the cost of supply to march or attack.
