INDIAN RAIDS

After my indians looted several towns, my opponent pointed out that historically the indian raids created a resentment among the colonials that the British would use savages to attack them. This seems to make since as I doubt the indians discremenated on whose homes that they attacked when they went on raids.
Therefore, I would suggest the following penalty be applied to the British player when using indians to loot towns. The British player would lose one point of zeal each turn indians loot a town (regardless of the number of towns looted in the turn). This is due to the alienation of those locals who may have been more inclined to support the British cause.
The penalty would not apply if they just "capture" the town as it would have too negative of an impact on the British player even wanting to use indians. Which would make it so that the American player would not have to worry about an indian threat and, therefore, would not be realistic.
