They are discussing the difference in technology between the rifles used by both sides. The Union by this time had a lot of Spencer rifles and it could shoot 7 times (this is what the show is saying) before reloading giving them a huge advantage over the confederates.

It is true of the seven shot rifles (which i belive began in 1862) but this advantage was not really exploited becasue the war department feared of the amount of ammo that would be consumed and as a result an increase in the spending of the already expensive war.
