Surrender conditions

Can I please have a rules clarification on what conditions cause a forced surrender. And what types you must accept.

Here is what 1.01x requires:
If your capital is owned by an unbesieged enemy for one uninterrupted month then in the next peace step you will be forced to surrender.
Let me tell you how 1.02 will be:
If during an eco phase, you cannot collect any home nation manpower then at the next peace step you must sue ALL nations that you are at war with and accept ANY peace that is offered.
We are going to allow the AI a little more flexibility:
[font="times new roman"]- Easy AI: Forced to surrender if home nation capital is unbesieged and occupied for one full month[/font]
[font="times new roman"]- Medium AI: Forced to surrender if home nation capital is unbesieged and occupied for two full months[/font]
[font="times new roman"]- Hard AI: Forced to surrender if home nation capital is unbesieged and occupied for three full months[/font]

Will the 1.02 change work in games that were started in 1.01 or will it require a game restart?

Do you mean "Forced to surrender" or "Forced to sue for peace" ? There is a significant difference. My playtesting leads me to believe the latter.
