I don't understand how upgrades work. I mean I uderstand how to do it, but I don't understand the level part. See one of my UK fighters is at Dog Fighting level 0, Close Air Support level 0, and Strategic Operations level 0. I assume that these are all tech levels because these are listed on the screen where you buy labs. The part that confuses me is when try I to upgrade them and it says 2/2, which - if I understand the rules right - means they are at level 2 and level 2 is the miximum that they can be upgraded too. But if I don't have any tech levels yet how can can they be at level 2 already?

Organisation effects all units and some other misc tech effect air and naval units. You can see the details of which units each tech effects in the research screen.
