Starting At War

Does anyone know how we can start two countries (other than Britain and France) at war after using the GAP Program?
We have bids in that indicate that Austria and Turkey are at war from the begining but are not sure how to indicate this without incurring the PP cost?

you import the gap file into the game, you dont do it manually

There should be a way of selecting at war during the setup phase for solo and hotseat games too. AI should be able to do this also.

Yeah i do miss that.
But most important is the "share" pps for battles. I cant imagine many nations able to reach the vp goal without that part implemented. When playing vs Humans.
