Upgrading Dutch and British Air Units Before May

I asked this back in the Air thread but I think my question was overlooked.
Will British and Dutch air groups still be hardcoded to upgrade in no sooner than May and July as they are in WITP? With PDUs on, it's sort of a bummer to be able to upgrade RAAF and RIAF air units and not be able to do the same with the Brits themselves. Also it would be way cool to be able to convert Dutch air units sooner in the game, with PDUs on.
