There are some cases in which the manual is not sufficiently detailed to explain what happens. It might be helpful to note these, and whether inference from a previous rule set (original EiA, an EiH version, whatever) would be correct.

Some that come to mind:


In an attack upon multiple nations sharing the same region (shared access, or both at war against the proper
owner of the territory), it is unclear...

(a) who is the leader of the defense?
(b) what, if anything, happens to corps in the field who are not at war with an attacking nation (I say 'an'
instead of 'the'; there may be more than one due to loaned corps). Do they stay or move?

When there are two nations who simultaneously meet the 'unbesieged occupation of capital for a full
month' criterion for gaining control of a minor, who gets it? It may be the one with the largest
number of factors in the garrison (tie-breaker == ?), but that's not documented.

As a consequence of the PBEM system, all 'back-down' and DOW decisions are submitted in parallel. If
A and B both DOW the same minor; A indicates 'back down'; but A also DOWs B in the same turn (perhaps
because of an ally call, or a simultaneous DOW of another minor in which neither said 'back down'),
will A still back down?

The manual is unclear as to whether a nation that goes bankrupt due to formal debt still owes the rest.
I believe it does, in accordance with the original rules, but it would be good to note it for those
that never played the original and might think that the bankruptcy erased the obligation.

It might also be useful to note that

(a) a declaration of war may end an access agreement, but does not cause repatriation (war grants access, after all)

     and

(b) if corps start a land phase in the field, with enemy corps also in the field, they cannot move -- at least, regular corps can't.  I haven't tried this with Cossacks or similar.  The original EiA rules specify 'enter', it seems, but are less clear on what happens if you are co-located before you actually move.

(b) does allow for some nastiness if France pulls a double-cross -- moving last stings less if their primary target stacks couldn't move at all, and then they can move first the next land phase.

I'd like to put in a request now for an updated pdf manual at some point after the additional scenarios are added, the editor provided, and all of the gameplay issues settle. Roll all of the addendum material into a revised and clarified manual. Player notes and designer notes would be nice too.
