Off map ports

Both my opponent and I are having problems in the QC scenario. We are not able to send damged units to our off map ports. Is there an option that needs to be turned on for this?

You can't send ships off-map, because the scenario gives you points for damaged enemy vessels. Besides, the scenario is too short for most ships to return in time.
