Will a `playgroup' that is checked completely `any' superceed a `playgroup' checked with some specifics?

I would want the `any' playgroup to only be used if there wasn't an otherwise applicable playgroup.

Prior to 2.2, that was the case.  When 2.2 is released, if there is a match to a specific playgroup, that playgroup will be used.
 

I would want the 'any' playgroup to only be used if there wasn't an otherwise applicable playgroup.

 
That is how it will work with 2.2.
