question exec add regime morale

mmh, my "0" regime units have a morale of 50 !
Now i want set to 30.
execAddRegimeMorale(0,-20)-> first round than blocked event.
step by step should the morale to 30
I test it with Morale (0,(+)20) --> step by step go to 70= okay.
What is the problem ?
