GPW v5 - Lennigrad

After some testing and a beating from JAMiAM, think some adjustment to the Lennigrad defence needs to be considered.

At first I thought to lessen the Finish starting bonus, but after reviewing the events I think there is a better, or at least less radical, solution.

The Lennigrad Worker Battalions are now triggered when the Axis cross the Dvina River. Maybe they should also trigger when the Fins cross the Lenningrad defensive fort line as well.

In one test game the Fins were able to take Lennigrad, the hex where the worker battalions are to appear, before AGN crossed the Dvina. This resulted in the worker battalions, after AGN crossed the Dvina, being destroyed as they entered the game - rebel fighting rules I think. On the Soviet turn I got a report of 250 workers killed even before I saw them!

Others thoughts?

Well certainly the Finnish gains don't seem historical so I think something should be done in that area. Activating the worker battalions or even starting them on map in Leningrad seems like a good idea.

In reality there was a large Soviet army between the Finns and Leningrad. The game also doesn't take into account the Finn's political unwillingness to move beyond their historical territory.

I suppose you could have some static units come into play?
