In a PBEM as the CSA I was able to take St. Paul ( I pushed a small raiding division past the USA and got lucky) which was unoccupied. There was no change in National Will for the loss/gain of a state capitol? I thought I noticed this once before but this time I am sure.

The chage of National Will for city loss seems to work well otherwise.
