AI Russia's obsession with Stavropol

It's gotten to the point where it's a major bug. The default setup sets Alexander with 1 (2?) corps down in the SE. That's fine. The problem is, as time goes on and losses mount in other theatres, that's the only place it reinforces. Eventually, you have 6 or 8 corps there, commanded by Alex and unable to do anything. Meanwhile, St. Petersburg will remain empty, and Moscow will only have a full garrison. The Polish front and the Turkish front is totally left alone. Sometimes I'll see a lone cav corps run out and do stuff, but that's easily killed.

The Russian AI needs to be a little less obsessed.

Likely more to do with the AI preference for reinforcing existing stacks, wherever they are.   Not a bad tendency if it weren't for the strategic almost-complete irrelevancy of Stavropol.

I normally see the St. Petersburg stack get the lion's share, but then I rarely bother to attack the Russian AI, nor do other AIs, and the Russian AI seems to move that stack.

Maybe the AI likes that leader because he is the A General?
 
Something for the programmers to ponder, perhaps.

I'm at a loss on why Russia is obsessed with Stavropol??? I am looking into this with a couple of test games. Maybe since I am now spelling the city name correctly, it makes it more attractive :-)?
