We had it all wrong in the annuls of our history books.
The Russians really were not surrounded, but in fact had full mobiity and full supply that they found out of their ass. Never seen a tank move so fast while being encircled and turn around from nowhere only to put me out of supply. Well, I guess I'm done with this game. Next.

Units out of supply have 1-2 movement points so I think if that tank was moving fast then it has to have a supply route to a City. Cities give you half supply, Capitals give you full supply. Missing routes to both then you are out of supply. Ships can provide low supply if adjacent to your coast and tracing a route of your land hexes from the boat.

It has no supply line from anywhhere. I did what the Germans did best in WWII and that was to ssurround army units with pincer movement givint the unot no supply. Given that 1 turn takes roughly 3 weeks in this game, it only stands to reason that it should have had a movement of 1.
I mean, what does it take? There was no unit within 3 hexes of any supply route. I did that purposely as to ensure that tank stayed out of supply. It doesn't make sense. to me. Now I'm screwed.

If you send a screnshot maybe we can see. It is not supposed to work like that so maybe there is a supply source you're unaware of - e.g. a ship next to the coast or something else.

I don't know how to do that kind of stuff, but I was thinking about something johan said: if the unit is completely surrounded both by land and by sea, if he is in a city in that surrounded area, does he get full supply and movement the next turn? Seems awfully strange if it does, because them Russians sure were,'t afforded that opportunity in real life, hence kiev pocket.

already moved on. I'm still trying to recover from it. Unfortunately, I'm playing on the hardest level and don't think I'm gonna make it.
