When is the Russian eligible to replace Cossacks destroyed in battle? I have tried to replace cossacks during the levy check part of the Economic Phase using the button on the screen but it doesn't occur

Are they eligble to be replaced only each December like Feudal troops or Freikorps?

During the economic phase is correct, but note they can only be placed in a cossack province--marked with a (C) on the map.

Only December is correct.
Levy step only happens December as far as i read the rules.
12.9 Levy Check
The program will check to determine if new Cossack and/or freikorps counters will be made available
for placement. During the December Economic Phases only, feudal and insurrection corps in the Counter Pool can be brought up to full strength and are available for placement.

That rule portion only refers to feudal and insurrection corps. The cossacks and freikorps should be available in any economic phase.

Levy check is only in December.

The reason that feudal and insurrection corps are different from freikorps and cossacks is that the former can have a strength of more than one factor.

Edit -- checking original rules, Levy Check should indeed be happening each economic phase -- as is strongly implied anyway by freikorps availability dates.
