I have just started a PBEM game using EEO. I noticed that I get 1000 political points per day. [:D] I haven't got to see any British withdrawl yet, but does the PP penalty change from stock if I don't comply?? If the answer is "NO," then Mr. Churchhill wil NEVER see any ships. [:D]

Well - since the pp cost is hard coded - the answer is indeed no.
But I hope to persuade you to honor the rule - and to advise that British withdrawall points are not the same as stock. You can withdraw at Aden, Capetown or New Orleans.
It is a violation of the RHS primary house rule NOT to honor political requirements. UNLESS you believe the situation is one in which such an order would be disobeyed - you may not disobey it. You are supposed to avoid doing things that are not politically sensible.
Also - do not be decieved: there are not really very many political points. These points are just to give you control of where a unit is sent - and in other scenarios (and stock) the units appear with the points "pre spent" in the form of a command assignment. In this scenario the units mostly appear in home commands and won't load UNTIL you spend the points to assign a forward command.
In the longer run the idea of a unit arriving mid war or late war being forced to go to its "historical" command makes little sense - in your game the campaign may shape up very differently - and this is a way to give you flexability. But they are not free points. You have many more units to spend them on than you do in other forms of WITP.
