My understanding from a thread in the War Room is that Cossacks which die can only be replaced using a Levy Step, which only occurs in the Eco phase of December. [rationale: this step is used for bringing feudals to full strength]

However, the original rules permit a levy step EVERY eco phase, although feudals only happen in Dec.

Please put this on either the "known deviations" list OR the "bug" list

I haven't had any trouble placing cossacks in any eco. phase.

I have placed cossacks during econ phases other than december. However, I cannot attest to this working in wartime (with the extra 3 Russia gets when her territory is violated), because it has never come up for me. This might be a problem, and could be the one referred to.
