RHS Level 7 PWHEX file set update

A revised pwhex set is uploaded - and in due course probably will end up in the intaller switcher - if Dave Bradley revises it for new
files.
These files update ferries in Hawaii - which somehow were lost - and
communications codes in China that are not in sync with art. Cobra and
I worked on an
interactive basis - and now this has ceased - I cannot ask for changes
in art - so we are making changes to make the pwhex = the art. There
is one exception -
the main E-W rail line is not entirely shown in RR form - but I left it
that way - becuause it mattered in a late war offensive IRL.
