Runtime error 429

okay I have updated to 1.71b correctly,I'm sure of it,and I have even tried restarting my computer,and no I am not running Vista,I am using Windows XP yet I still am getting this error.
Have you tried an uninstall/reboot/reinstall cycle?
At what exact point does it crash?
