Starting scenario units don't request supply

I am currently running the release version of AT 1.5
In my scenario, Engineer War, I discovered that the starting units consisting of 20 engineers and 1 truck each were not requesting supply from their HQs. I created units in gameplay and they requested supply normally. The starting units were based on a predefined unit type.
I have not yet tried testing scenario-placed units that were not made from predefined types. Could it be that predefined units were intended for action cards?
EDIT: Sure enough, this problem only happens when a pre-placed unit is copied from a predefined type. I tried manually creating some units and they worked normally. Unfortunately, this means that pre-placing units for larger scenarios will be very tedious.
EDIT 2: I ran some more tests. Copied units work normally when they have been copied from a unit that is actually on the map and assigned to an HQ. It is only copying from predefined units that problems happen.
