These reflect changes in resources at New Orleans -

Daily resources will go to 2200 from 1200

Initial resources will go to 66000 from 36000 (= 30 days production)

This to compensate for resources consumed by 100 local manpower centers.

These revise Salt Lake City (United States) and Canada to help the North American ramp up to be more smooth and automatic. Oil and resources at SLC increased - they will ship to some of the places that need them and not overstock. Supply increased at Canada - it will allow ramp up early - provide some supply for nearby locations to ramp up later - and supply for ops after that. This location may go over the top - 999999 - late in the war - as supplies do not move in unlimited numbers over long distances. I tried to get rid of this most places - but late war it is tolerable here.
