Question on sub management

Sorry for the probabily stupid question, but I need help in submarine management. I tried "Watch that first step" mission as russian side. There are several russian subs and one flagship, an Akula. Unlike HCE, in ANW I cannot give order to subs if they're not at periscope depth (very good for realism). If I change course and depth to a submarine (with plotted mission for example), I will regain contact to the sub when se reach her destination (the sub skipper come to PD awaiting order) or she will be under IA control until the end of the scenario?
EDIT: H3 ANW version 3.9.1 test; HUD 3 database.

Sounds to me like you're using full comms. When this setting is on, you get the behavior described above.
Yes, I'm playing with full comms.
The reason why you can control the Akula and not the others is because the engine assumes that YOU are on the Akula and not on the other subs.
Ok. My question is: will other subs in the area come at periscope depth (and so under my control again) when they have completed their assigned orders? For example: at the beginning of the scenario I give order to a Victor III to move 10 nm east at creep speed at shallow depth. With full comms I will not be able to give further orders to that sub, that's ok to me.
But when the Victor arrive at destination, will she come to periscope depth awaiting further order or it will be under AI control forever?

Yes. The sub should come to mast depth and radio in.
Just tried: the sub won't come to mast dept. She come to mast dept only if you set the last waypoint to PD, otherwise she will remain at ordered depth. It should be fixed IMHO.
but a sub on an ASW Patrol mission will remain out of contact for the duration of the scenario unless you cancel the mission.
Again, I tried to assign a sub to ASW patrol mission, then canceled it, but the sub never return to mast depth.

Maybe an additional issue from the sound of things: if YOU (as VCDH puts it) are on the Akula, then the Akula must be at PD/on surface when the other sub is, or still no comm link.
VCDH, have I got this right?

Yes, during my test the Akula was always running at PD. If you set a depth below PD, you lose control of other allied sub.
