Firepower modifier and Rally question

Have a couple of more questions. These are coming up as I take time to read the manual.

1) I see from manual there is a positive modifier for firepower for units with Sharpshooter status. But I didn't see a negative modifier on the to hit number for Sharpshooter status. Wouldn't a sharpshooter status logically affect the to hit number rather than the firepower number?

2) Does rally refer only to recovering from broken status, not from suppressed or pinned status?

Yes, I could see that too. At the time we chose to model the unit being sharpshooters by adding to firepower to increase the chance of them causing casualties.

Yes, the chance of recovering from suppressed or pinned status is separate from the rally value which is for broken morale.
