WITP wide (all mod) industry problem and workaround

It appears that possibly every day - or almost every day - code adds industry in a damaged state at apparently random locations. It does
so in great quantity - a common value being 65,565 DAMAGED. Usually this happens to resources and/or HI. However, smaller values "only" in hundreds are also showing up - and sometimes other industry is involved. One thing: a location never adds an industry it didn't have to begin with.
The effect of these additions is to suck supplies as the damaged industry repairs - 1000 supply points per day.
The workaround is to check and turn off repair (unless you want it for a few days). In particular - watch locations going unexpectedly pink or red - check their industry. Or check everything - which is tedius - but effective.
