Variable starrting experience etc

Is there a way to arrange for a regime to produce new units with a variable starting experience level, greater than zero? Or a way to set the experience of a unit? I think the answer is "no" in both case, right? Seems that the only levers you have are the max exp level attainable from "training" and the rate at which this experience is gained.

I'd really like to have something I can use to reflect increases or decreases in new unit experience with time - eg as the bottom of the manpower barrel is scraped. And to model different basic quality levels for different regimes. You can kludge something up with these levers but it's not very satisfactory.

I assume that it wouldn't be very difficult to implement variable new unit experience levels in a future update?

I noticed in the scenario AARs that in some scenarios, there were Soviet "conscripts" or "workers units". I don't know the details of how they were created but you might have a look at one of those to see how it was done.
 
It would seem to me that the unit attributes would be a likely place to focus on but I don't know if those are "tweakable" in a scenario design.

experience is relative to the initial 0-xped sftype. So if you want to represent for example Volkssturm i would just add a weaker type of infantry to the list of sftypes instead of using normal infantry with low xp.
