Anyone know if you can have more thatn one type of road in a scenario?
If yes, can you build one type over another?

Yes you can have multiple road types. Just define them using the Roads tab.
However, there are limitations:
1) You cannot have more than one road type in a hex or crossing a hex-side.
2) Engineers can only build one type of road, which is defined in a Rulevar.
The way to emulate multiple road types in a hex is by creating a single road type which has attributes (move costs) of both types of road. It's cumbersome but it works to an extent.
Another thing which may be of interest is that there is an Exec() call which changes the road type in a hex.
