I know this must be addressed in one of the threads here; maybe someone can point me in the right direction.

I'm working on a scenario now where I need to do two things and I can't figure out how to do it:

1. Change the readiness penalty when changing HQs (I want to lessen the penalty to 25%)
2. Change the cost in PP for creating a HQ

Is this a change to the master file or just a change specific to the scneario?

I don't have AT open but it should be under Settings, the RuleVars(?) box on the left.
