In this case, Britain and Austria (not allies) were both at war with Prussia. Prussia surrendered to Austria, and Austria took (among other things) East Prussia. Then Britain landed a corps in the Baltic, and marched through East Prussia, dropping a garrison in Konigsburg.
A bit later, Prussia surrendered to Britain. I thought the Konigsburg garrison might be repatriated when Britain's temp access to Prussia ended, but it wasn't. So at that point Britain had access to neither Prussia nor Austria, yet still maintained a garrison in Konigsburg.
OK, so then in my reinforcement phase I decided to see what would happen if I tried to fill Konigsburg with factors. It let me put in 14, but not the last one, since that space was taken up by the British garrison.
But in the land phase, the Brit garrison was moved out into the rural area! Then I was able to transfer the 15th factor from a corps into the garrison. So now there are 15 Austrian factors in the garrison, an Austrian army in the rural area, and stacked with the Austrian army, a very confused British garrison. That's the point which the attached file captures.
What will happen to the British garrison next, I have no idea. I hope they brought sleeping bags.
