unable to cycle thru units

The "E/R" and "T/Y" buttons do not cause the game to cycle through my units. This has a huge impact on playability, as, once you've expanded the size of your army sufficiently, it's very hard to ensure that you haven't missed anything.
Any idea of how I can remedy this?

ER-TY cycles only units that are NOT performing orders. If you've given orders to all units, that's why. Use the S button to sentry-unsentry the units...this way you can add/remove units, regardless of orders, to the cycling.

E/R and T/Y cycle through land/naval units with no orders, and which are not fixed.
Ctrl-E/R and Ctrl-T/Y cycle through all land/naval units which are not fixed.
Q/W cycle through fixed land units.
S removes the selected unit from the unit cycling (sentry). Press S again tu un-sentry.
Ctrl-S un-sentry all units.

I think its control+E/R and control+T/Y, not shift [:'(][;)]
