Just to be sure....2 more about supply

Hi all,
Two more quick ??'s about the supply process:
1/ The manual talks about units drawing supply from either a base OR Supply Entry Point. Am I correct in assuming the only unit type that can draw supply from a SEP is a base unit??
2/ In some wargames a supply entry point equivalent will displace to another friendly road/rail/track hex along the map edge if an enemy unit comes along and occupies it's original hex. Is this what happens in COTA?? I'm guessing not. If not then any inbound supply convoys from the SEP to drawing bases must be getting pretty well blocked if that is a side's one and only SEP. If a side has more than one SEP then I hope the engine is capable of rerouting ALL of that side's inbound supply convoys thru those SEP's that are not occupied by enemy units. Am I correct??
Thanks!
