Problem with Blockading

Here's a save file with a blockading problem.
I'm running v1.02k.
I'm playing Great Britain against the AI.
In Jan05, Spain DoW'd Portugal, and GBR gained control of Portugal. GBR and Spain are at peace.
In the naval phase, GBR moved first, and moved the Portuguese fleets to London.
In the naval phase, Spain moved last, and moved 2 fleets to blockade London.
These Spanish blockading fleets are in place during the land phase, as per the attached save file.
Upon ending the land phase, the 2 Spanish blockading fleets will be moved out to sea. They will appear randomly either in Area12 or Area13, grouped or split up, at the start of GBR's diplomacy phase.
Rule 8.4.2 Port/Blockade Box Movement, states "Fleets may only blockade the port of a neutral major power or neutral minor country if enemy fleets are in that port."
By this rule, it appears that the Spanish have the ability to blockade London.
Having that ability, they should not then be moved out to sea at the end of the turn.
It is also strange that the fleets are moved individually to a random adjacent sea zone, although this appears to be within the rules for repatriation. Rule 6.4.2 states, under the section "The Effects Of Peace" and subsection "Temporary Access:", "the program will repatriate the land forces to the nearest supply source, or to the nearest unbesieged controlled city in that major power’s home nation, ceded province, or controlled minor country. Fleets will be moved out to the nearest sea area."
The rule does not state that fleets will be moved towards anywhere, and does not state that stacks will not be split.
Perhaps, this strangeness is worthy of discussion...
