Sweden Income Problem

I've attached a save file showing a problem with the money/manpower calculation for Sweden.
I'm running v1.02k.
It is March 1805 Economic phase, and I'm playing Britain, with Sweden as one of my Free States.
When I click on Sweden to build its forces, the pop-up window shows Funds = 19, Income = 23, Manpower = 10. Likewise, when I click on the Build Land Forces button, the pop-up window shows Funds = 19 and Manpower = 10.
Note that maintenance is correctly calculated as 4 money, being for 2 corps counters and 2 fleet counters.

Sweden should be receiving Income = 27 and Manpower = 12, broken down as follows:
1) Sweden Income = 18, Manpower = 10
2) Finland Income = 4, Manpower = 2
3) Stockholm Income = 2
4) Abo Income = 2
5) Malmo Income = 1

It appears that the Finland component has not been included, even though the trade income for the capital of Finland, Abo, has been included.
Note that Abo is presently beseiged by a hostile Russian corps, but is garrisoned by a Swedish corps. This should have no effect on the calculation, because the Rule "12.2.1 Money Collection", section "Money Collection By Taxation" indicates that only the presence of an unbeseiged enemy inside the capital can block the collection of money and manpower.

Typically, when you make Sweden into a free state, Finland does is not part of the free state. Multi-district nations is not implemented. They're only together until they are first conquered. Then, they become totally separate, with no way of joining them.

EXCEPT if you win control of the FS from another MPs DoW. E.g. Russia DoW's the minor Sweden and you win control. It then acts as a 2 country minor (Sweden + Finland) and provided you do not lose Finland, Finnish $/MP is doubled and added to Sweden. If this is the case, sgtpepper's numbers all add up.

It is as Ted1066 points out: Russia DoW on Sweden with my GBR winning control. Neither Sweden nor Finland have been conquered by any player. And war between GBR & Russia.
 
Incidentally, as the game continued, the Russian corps besieging Abo was driven away during April 1805, and the Abo garrison changed from a corps to an infantry factor. In the June Economic phase, Finland was properly included, with Sweden receiving Income = 27 and Manpower = 12.

If Abo was occupied in the March econ phase, you would not have gained the money and manpower for it. I do not know if that statement applies when the enemy factors/corps are besieged.

At March 1805, the capital, Abo, was occcupied by a beseiged friendly Swedish corps, so Sweden should have collected money and manpower.
