Naval Builds

Germany wants to build Submarines and has 8 Naval Assets and plenty of Manpower available, but no naval unit of any type is on offer on the Construction screen (apart from the usual spurious Transport button being shown). Germany has just hit Exhaustion Level 1. Is this what is preventing naval construction?
Or do all naval units cost more than 8 Naval Assets? Where can I find the price of each type of naval unit?

I believe subs cost 12 naval points

The cost of the unit will appear in the build screen if you have sufficient assets to build them. Submarines cost 18.
