Playing as the TE in a PBEM v1.23, Im noticing that the factory production pct. is fluctuating every turn. Most turns it goes up or stays the same for each country but some times it decreases. Does anyone know what factors affect the pct. of factory production allocated to the war effort?(Note: this has nothing to do with RMs or the actual # of factories present).

I think it is affected by morale.

It is set to increase at a certain pace different for each country.

But it is also limited by food shortage. So if you are 20 % short of needed food your max production will be lowered accordingly.
