AI for PBEM games

Would it be possible to consider producing an AI config specifically for PBEM turns ? The PBEM games I am in have agreed that if a player fails to get his turn in on time, then the turn will be played by using the AI. But the AI tends to do all sorts of awful things that wreck a nation's position.
I recently ran an economic phase for someone under AI, now I *thought* the AI couldn't screw up an economic phase too badly. Wrong - it decided to save all the money and discard the manpower, building no troops whatever.
What would be good would be a dumbed-down sort of AI that just leaves that nation ticking over. e.g. builds sensibly, makes sure troops are in supply, doesn't declare war on anyone. Something highly conservative.
Could this be an option ?
