I can move a leader and then have him build a fort as long as he has a movement point still available. But if I build a fort then that leader can't move. The latter makes sense but should leaders who have moved still be eligible to build forts? Thanks.

It's not the movement point that allows him to build, it's the command point. A leader who still has command points left can build fots/depots.
