Make reaction moves less certain?

I have just read the manual and started playing the game. I think that the reaction moves by the AI opponent should never be 100%. There should be an element of uncertainty during the reaction movement phase where there is a chance that only a percentage (50-100?) of the reacting units get to the battlefield in time to take place in the first critical battles of the turn.

The reacting player would order units to react into the threatened area, but only some would actually take part in the defensive battle. Key modifiers to this percentage could be the reacting force leader stats and the amount of cavalry in the original defending area.

Any thoughts?

The CSA is hard pressed as it is - so lowering the value of reaction movement would probably be a bad idea.
Also, units that used reaction movement to get to a battle have a harder time getting committed and thus actually fighting than units already in the region. In some cases that matters quite a bit but in other cases its fairly unimportant.

This is the key mechanic that already reflects the original poster's idea.

Per section 10.1.2.2: "The more movement points a unit expended before reaching the region of battle, the less chance they will be committed."

So units that had to move a long distance to react have a decent chance of not actually participating. Units that moved in from right next door will likely participate.

Thanks for the explanation, Erik. That makes sense.
