St.Petersburg occupied bug

Russia recieves normal income, even though St. Petersburg is enemy occupied by non besieged enemy forces.
Only deducted the province income.


EÌANW Rule 12.2.1
A major power collects no taxes at all (except for its minor free states) if its national capital city (or, in the case of Russia, if either Moscow or St. Petersburg) is occupied by unbesieged enemy factors.


EIA:
8.2.1.1 MONEY COLLECTION BY TAXATION: The tax money due a major power is determined by adding together all of the tax values of all of its controlled home provinces, currently ceded enemy provinces and conquered minor countries. The tax money due a controlled minor free state is similarly and separately figured (see 8.2.3). A major power may not collect taxes from a province or minor country if its capital city is occupied by unbesieged enemy factors. A major power collects no taxes at all (except for its minor free states) if its national capital city (or, in the case of Russia, if either Moscow or St. Petersburg) is occupied by unbesieged enemy factors.

8.2.1.2.1.5: A major power may not conduct any trade (except through eligible controlled minor free state ports) if its national capital city (both Moscow and St. Petersburg for Russia) is occupied by unbesieged enemy factors. A major power at war with Great Britain may not conduct any domestic trade.

So for Russia has eighter 2 different ruling for tax and trade, or one of the rules is written wrong.

Yes, Russia has two different rules that apply. If only one is occupied, he DOES receive trade (except for St. Petersburg, in this case :)).

Are you saying this isn't going to get fixed? If so that a substantial deviation from the original game. Makes Russia invulnerable from all but France, major balance change. I guess that's also why he didn't loose any political points for it's occupation, another deviation. Why would the manual not state this? [&:]

I understand. This may not be great news but I'm not going to hide anything from you guys. If I can figure out a workaround then I will.

Why is this not going to be fixed? This certainly makes Russia more powerful, particularly if the Trivial Combat rules are implemented (many people use Russian's many corps to halt/slow down enemy movement through Russia by using 1 factor corps).

This should be fixed.

There may be some creative ways to get around it. Let's suggest those for entry into 1.05 or something.

Yes, I agree fix the big bugs first, then all of the little bugs, then, if you have to, the AI. I still don't understand why the AI is being worked on when the game itself doesn't even work right.

Wait, you mean EIANW doesn't treat St Petersburg as a capital at all?

And if that's the case, why does Russia usually surrender when you occupy St Petersburg?

Because so many "squeaky wheels" demanded it, that's why.

In fairness, I just looked at the current bug track list, and of the 27 recently resolved items only 7 are AI issues. The rest are bug fixes. There's over a hundred issues to resolve. It makes some sense to tackle the low-hanging fruit first, including some obvious AI weaknesses, as an emphasis for v1.03. It will most likely be a couple more patches and several months to work through the whole list, with some items being rather complicated to resolve.

It would be difficult for Au or Tu to get to St. Pete's, JMO.

Why could this not be coded? Now I'm just curious as an engineer.

LOL...

yep Russia has two capitals in EiA. This being a computer version of EiA maybe it would be wise to have the same thing as in the original game?
